As Baker said, our present society is a risk society. With the rapid development of the economy,the abrupt environment incidents takes place again and again in our country, and has desire to play strong trend of desire. This is not only harmful to economic development, also causes a serious social problem. It is necessary to study how to deal with environmental emergencies. Our country began to attach importance to the construction of environmental emergency response mechanisms since 2003. Formulated a series of emergency legislation, basic formed a complete legal system of environmental emergencies and basic emergency law system. However, in practice these systems still have some problems, including that the defects of the system designed are not in favor to effectively settle environmental emergencies and safeguard social stability and development. Thus this study has currently become a hot social issue, and the research of this subject is of great value both theoretically and practically.System should be higher than the mechanism with rigid constraints on the mechanism of the role. Mechanism can play its due role within the framework of the system. Law system provides a legal basis for the system, but also regulates the mechanisms. Therefore, the study of environmental emergencies response mechanism must be within the framework of our environmental emergencies management system and our environmental emergencies law system. In this paper, writer describes the basic concept of environmental emergency response mechanism and analyses the status of our environmental emergencies management system and our environmental emergencies law system, pointing out the problem and the reasons. But foreign in these areas has accumulated some successful experiences, which provides reference possible to improve our environmental emergency response mechanism. This article has been based on the Crisis management and social management, then puts forward some suggestions of perfecting our environmental emergency response mechanism, In order to effectively deal with our emergency environmental accidents and the construction of socialist harmonious society.
