Traffic accidents,traffic congestion and paralysis,bridge collapse,road collapse and hazardous chemicals transport vehicles leakage and other expressway emergencies,are a great threat to the safety of people's lives and property,affecting the social stability and orderly development.Expressway emergency management is the key to ensure the rapid restoration of safe and smooth operation of expressway after the occurrence of expressway emergencies.As a key issue in the two important stages of emergency management,the location of the expressway emergency material storage warehouse and the optimization of the expressway emergency material distribution path are crucial to the smooth implementation of the expressway emergency rescue.This paper analyzes the background of expressway emergency management,summarizes the main problems existing in expressway emergency resource management in China,combs the research status at home and abroad,and puts forward the main research direction of this paper——the location of expressway emergency material storage warehouse and the optimization of expressway emergency material distribution path.In order to make the site selection model scientific and reasonable,this paper firstly makes an in-depth study on the demand weight prediction,establishes and solves the expressway emergency supplies demand weight prediction model,and obtains the expressway emergency supplies demand weight of each city(district)in Jilin province.Secondly,according to the characteristics of expressway emergencies,the location set coverage model is improved,and a multi-objective expressway emergency material storage warehouse location model considering the shortest time,the widest coverage and the lowest cost is established.According to the situation that the expressway emergency may cause the decrease of the road capacity and so on,the optimization model of expressway emergency material distribution path considering the distribution efficiency is constructed.Immune algorithm and simulated annealing algorithm are used to solve the two models respectively.Finally,taking Jilin province as an example,the location model and distribution model are verified by MATLAB and other software,and the optimal data solution is compared with the actual situation in Jilin Province,which proves that the model is scientific and effective.
