These years, rural area in our country suffers a great loss from the natural disaster happened. Compared to the urban area, due to the weak disaster management of rural government and the comparatively slow economic development, rural area is too weak to resist the natural disaster. Once the disaster is occurred, it is bound to cause huge economic losses and casualties.Recently, the majority of study concerning disaster mitigation and prevention are focused on urban area; however, there is great shortage of study towards the rural area. According to related statistics, most of the destructive earthquakes occurred in the rural area. What's more, 60 percents of the casualties are from rural. In conclusion, study of the strategies of disaster mitigation and prevention in rural area should be taken fully serious. The impact factor of disaster losses in rural area and the disaster mitigation and prevention strategies towards rural area should be studied.Based on the background above, the impact factor of disaster losses in rural area and the disaster mitigation and prevention strategies towards rural area are mainly studied in this paper. First, compared with the rural area, based on the characteristic of rural disaster, this paper summarizes the distribution characteristic and mechanism of the five important disasters—earthquake geological hazard, typhoon, fire disaster and flood. Furthermore, it has been concluded that the earthquake is the most destructive disaster in rural area. Secondly, every losses occurred by natural disaster have great relationships with people, environment and resource factors. So the study towards the relationship of rural disaster and the objective environment is the key part of this paper. At first, qualitative analysis are made respectively towards the relationship between losses in rural disaster and these three factors—people, environment and resource. Then, the assessment data of destructive earthquakes in rural, involving population, GDP and other relevant information in the earthquake-hit area are collected. Based on the data collected, from the two aspects of direct losses and casualties, this paper tends to figure out the impact sequence of these three factors—people, environment and resource. Combining qualitative analysis and quantitative analysis, this paper tries to outline the disaster mitigation factors and the extent of their available. Thirdly, this paper summarize the characteristic of rural disasters and also the status and problems of disaster mitigation and prevention in rural area from these 3 aspects—law system, main builders and government regulatory body. Then, based on the above factors, disaster prevention and mitigation approaches, methods and technical means are put forward, which provided the technical support to change the attitude of "more attention on rescue, less attention on prevention". It provides the scientific basis for the government to develop disaster mitigation and prevention strategies.
