Study On Organizaiton Of Rural Disaster Prevention And Mitigation From The Perspective Of Polycentric Governance

Currently, as global warming and continued destruction of the natural environment in rural areas, rural natural disasters occur frequently in our country, and bring great destruction to the economic and social development of the countryside, how best to combat natural disasters in rural areas has become a very important task at present. Disaster prevention and mitigation is an important duty of the government's public administration. but the single government management is powerless to the complexity of the rural disaster prevention and mitigation. Therefore, to explore the rural disaster prevention organization system with local characteristics from the background of polycentric governance is very important for the effective prevention and deal with natural disasters in rural areas.Based on the conceptual definition and the literature review, this paper at first described the status of rural disaster prevention and reduction in our country, and then analysis the organization of rural disaster prevention and mitigation in theory, in the end. summarized the elements for its successful operation and optimized its organizational model based on the empirical analysis. This paper includes six parts:1. The first part is the introduction, introduced the research background, objectives and significance, basic concept definition as well as research methods and route of this paper.2. The second part is the related review of the rural disaster prevention and mitigation, the polycentric governance in rural areas as well as rural organization.3. The third part introduced the current situation of rural disaster prevention and mitigation. At first, introduced the social context and policy background, then summarized the government measures of rural disaster prevention and mitigation in recent years, and finally analysis the existing problems and deficiencies of disaster prevention and reduction in rural areas, so as to explore the practical necessity of the rural organization for disaster prevention and mitigation. 4. The fourth part has analyzed the rural disaster prevention and mitigation organization in theoretical level from the perspective of multi-center management. At first constructed the integrated rural polycentric system of disaster prevention and mitigation on the basis of elaborated the concept and content of integrated rural disaster prevention and mitigation, and also the content of the multi-center governance of disaster prevention and reduction, and then explored the feasibility of disaster prevention and mitigation organizations, analyzed the possible types of the organization, so as to provide theoretical foundation for the empirical research of the following chapter.5. The fifth part is empirical analysis and case studies. Based on the case study of Da yao village in mountain areas of middle Hunan province, at first focused on the mechanisms and existing problems of coping with the 2008 Snow Disaster, then inspected the original model of the disaster prevention and mitigation organization, drew on the principles of successful governance of public affairs, analyzed successful conditions and failure causes of the rural organization, based on it to optimize and innovate in order to build village committee-oriented prevention and mitigation system which comply with local characteristics.6. The sixth part gives the policy suggestion to cultivate the disaster prevention and mitigation organizations in rural areas based on the summary of the whole paper.
