Harmful algal blooms hazard has become one of main marine calamities of offshore sea area. HABs repeatedly occurs at coastal area, which jeopardizes human health ,deteriorates the marine ecological environment,and constrains the development of marine economics,HABs risk assessment is exceedingly important, therefore the construction of risk assessment system for HAB is significant.People gradually realized the importance that guards against and reduces harmful algal blooms hazard to the development of social economy, and urgently needs to build a special HABs risk assessment system which can provides accurate and timely HAB risk assessment result for HAB prevention and mitigation.This paper analyzes the research status of domestic and foreign various natural disaster assessment system and HABs risk assessment research results.On the basis of analysis, the paper proposed the design and realization of risk assessment system of Zhejiang HABs based on ComGIS.This study can be summarized as follows:1. the paper expounds research status of assessment system of natural disasters, discusses the present shortage of natural disaster assessment system development deficiency and its future development trend;2.Integrated with research results of HABs risk assessment system,the paper achieve designs the HABs risk assessment system and study the GIS realization method of HABs risk assessment model;3. Combining SuperMap Objects and C# development language ,the paper build the HABs risk assessment system and assess the HABs risk of Zhejiang sea area based on the data of 2010 july.Integrated with spatial analysis capabilities based on GIS and HABs risk assessment database, risk assessment system for HABs can provides accurate and timely HABs risk assessment result. Accordingly, the related departments can predict the HABs and select the effective method for HABs prevention and mitigation.In addition, the paper points out the present shortage of the HABs disaster risk assessment study and the future direction of the improvement.
