In recent years, large-scale natural disasters have been causing enormous losses all over the world, especially in China which is a natural disaster prone country. The high frequency of natural disasters has threatened citizen's normal life and the stability of society. Emergency management for natural disasters is a complex system work which covers a long time span and duration. Every influencing factor of the system will pose some impact on the system, but at the same time, the impact posed by each factor varies according to its function and priority. Therefore, it is essential to identify critical factors of emergency management for natural disasters and the influencing path of these critical factors, and then to give suggestions to effectively implement emergency management.Based on the extensive review of existing literatures, this paper summarizes 20 influencing factors of natural disaster emergency management which covers three periods of pre-disaster, emergency operation, and post-disaster. In this paper, fuzzy DEMATEL method is used to determine the interrelationship among all 20 factors and the impact each factor poses on the whole system. According to the constructed causal-effect map, all influencing factors are divided into cause group and effect group, and the priorities of these factors are determined. Then, a Maximum Mean De-Entropy method is used to construct the influencing relationship map containing the maximum information, and based on that, the interrelationship of all factors are figured out. Emphasizing on critical factors, it is suggested that the implementation of emergency management for natural disaster includes four stages, preparation, mid-term enforcement, overall implementation, and auxiliary strengthening. Each stage involves the implementation of different factors. It is hoped that through the dynamic implementation and improvement of these four stages, all influencing factors can be achieved in a stepwise way, and so effectiveness and efficiency of emergency management for natural disasters can be guaranteed.
