Research On U.S. Greenhouse Gas Inventory Compilation System

Since the Industrial Revolution, a great deal of greenhouse gases have been produced by human activities, and increasingly severe green- house effect leads to the global warming which has brought negative effect to the ecological system and the economy and society. In order to control the further negative effect on human environment by such green- house gases as carbon dioxide, the international society has passed United Nations Framework Convention on Climate Change (UNFCCC) and its appendix for dealing with this global hot topic. Bringing green-house discharge under control will become the external pushing power of the different countries and areas for changing development pattern and exploring new economic spin-offs.National greenhouse gas inventory is the important work to fulfill international commitments for both bountries, in order to provide reference for greenhouse gas emission control. On the other hand the greenhouse gas inventory is a variety of Work among the international climate negotiations and economic basis of various cooperation. Although the United States refused to sign the Tokyo Agreement, but still engaged in preparing national greenhouse gas inventories and the establishment of the preparation of a comprehensive mechanism. Therefore, the thesis is researching from the U.S. greenhouse gas inventory methods, organizational structure, process and other aspects, for the needs and present situation of reference of the Chinese greenhouse gas inventory methods,make the recommendations to promote to establish and to improve the Chinese greenhouse gas emissions accounting system.The thesis divides into seven parts. Part one is the basis, including question posing, literature review and explanation of key concept related to the thesis. Part two is the deep analysis which presents the background of the national greenhouse gas inventories, it states international action of greenhouse gas emission control and leads to the IPCC guideline which set the stage for the follow-up study. Part three combs through the progress of methodology and the current situation of the U.S. greenhouse gas inventory comprehensively, and it also systematically summarizes the general situation of the national greenhouse gas inventories. Part four presents the U.S. greenhouse gas inventory methods, systems,, organizational structure comprehensively by examples, and it supplies basis to further statement for the thesis. Part five analyses characteristics and good methods of the U.S. greenhouse gas inventory system on the basis of above, which are the innovation part and important content of the thesis. Part six presents enlightenments to China from the U.S. inventory systems by comparing with the IPCC guideline and analyzing the current situation and problems of the Chinese greenhouse gas inventory.In order to make arguments of the thesis cogent and reasonable, the thesis states the origin and progress of greenhouse gas inventories based on background research and theoretical research, it takes the U.S. EPA inventory as the research object and get good methods of the U.S. by the IPCC guideline.
