Study On Navigation Safety Of Towing Drilling Platform In The Harbor

With the soaring development of the economy and the great progress of the whole society, the demand for resources is growing so fastly that the land resourceshave been exploited to an extremely extent.However, the sea is rich in oil, natural gas, so it becomes a new direction for each country, especially for offshore oil exploitation. Drilling platform is an important prerequisite to exploitation of offshore oil, and the platform of exploration and exploitation of oil. Drilling platform need to be towed to the Anchorage with the assistant of the tug and then shipped to the specified location at sea, due to its larger size and no self-propelled capability. It is easy to be in dangerous, due to many ships near the port, the narrow fairway, and the difficulty of towing itself. This paper is aimed at operation safety during the process of towing, and does the relevant studies, the main content is divided into the following parts:(1)Consulted the related books and materials carefully, study the tidal and ocean currents of the towing area conscientious. In addition, made a detailed investigation on the region's traffic flow, channel width, depth and tide level conditions. Design a reasonable distribution of tugs, including:the number of tugs, the power of tug and the spare tugs.(2) According to the natural condition of the port and the traffic flow, a reasonable designation of the routes is to come forth and the turning points in the routes have been analyzed scientifically. Because of the limited width and depth navigable waters in the port, the overmany bends in the channels and the large ship navigation density, a reasonable and scientific assessment of the hidden risks in the process of towing was made. It is very important to assign a pilot with rich experience and strong sense of responsibility for eliminating the human factor influence on the safety of the towing operation during the progress; it should also be done well on the tug, towed platforms, and towing device test conditions during the towing process. In addition to conventional control measures, take effective measures to ensure the safety of towing operations aim at the key factor for the above analysis, within the harbor towing.(3)Collision, grounding, yaw, cable breaking, and other dangerous situation may be occurred when towing drilling platform. Although the operation materials are wealthy enough and have certain extra quantity when develop the towing program, the sea is complicated, no one can ensure to keep from all these possible contingencies. Therefore, this article not only did precaution to prevent such incidents, but also made a contingency plan in case of the occurrence of the accident.
