This system is an important part of Liaoning Province, also an integral part of the second round planning of mineral resources. This system is designed to establish a sharing system, founded on the information of mineral resources, data management and data service. It will meet the need of mineral resources planning and improve the speed and quality of the data processing.This article first analyzes the system context and the status of planning and management of mineral resources. Combined with the actual situation, this article use the internationally-leading GIS software ArcGIS as the base platform and the Oracle database, the large-scale relational spatial database, to deal with various geographical, non-geographic information database, to develop and design the system in the universal high-level programming languages Microsoft VB, VS.NET environment with the chance of Liaoning Province second round planning for mineral resources. This system has a unified database standard. It has rich functions and can meet most of the office needs for geology departments. The system can deal with the planning data, planning text, planning schedule by storage, analysis, query, output and contrast. With the information center, it can achieve the data release and sharing on Web through the data exchange. The system can assist the officers in planning with the information of database to check and link up the server, exploration, development and protection, ecological and environmental protection and restoration. At the same time, it also can plan and control the target of mining amount, diggings amount and exploitation amount.Liaoning Mineral Resources Management Information System is achieved by the frame of ArcGIS and Oracle. The aspects of GIS functions, security, expansibility and data management are at an advantage. It is a new attempt and application.
