Industrial emission standards are important means on regulating industrial enterprise pollution, and they can ensure the environmental law enforcement work smoothly, and they are the important content in constructing environmental protection system. Formulating industrial emission standards in a scientific and reasonable way can enhance the cleaner production consciousness of industry enterprises, and can guide enterprises to speed up the improvement of production technology and pollution control technology, to control industrial pollution effectively and improve the environment quality.The formulating method of typical industrial pollutants emission standards, cost-benefit analysis on implementing industrial pollutants emission standards, case analysis of pollutants emission standard for sulphuric acid industry are studied in paper.Firstly, formulating method of typical industrial pollutants emission standards:In view of the present domestic research situation, the formulate principles, workflow, content framework and technical content of industrial pollutants emission standards were confirmed. The pollution control project were designed by considering industrial production process, analysis on pollutants production and emission, environmental impact analysis, the requirements of state environmental protection work and national priority pollutants control list. The pollutant control indicators which included wastewater control index and exhaust control index were designed. The industrial pollution control technology, which were divided into cleaner production technologies and end-treatment technology, were evaluated, best available technology of industry was confirmed by overall consideration both of them. Based on the investigation of industrial pollution levels, advanced pollution control technology, environmental quality requirements, the domestic and foreign relevant standards and the state environmental protection work requirements, the emission limits in industrial pollutants emission standards were confirmed.Secondly, cost-benefit analysis on implementing industrial pollutants emission standards: Based on the United States and China's environmental economics cost-benefit analysis theory, exploring the methods and ideas of cost-benefit analysis on implementing industrial pollutants emission standards, proposing the classification and calculation method of costs and benefit of industrial pollutants emission standards. Implementation costs were divided into cleaner production technology and end-treatment technology, which involved the calculation of capital cost, operation cost, total cost, and so on. Implementation benefits included environmental benefits, economic benefit and social benefit, the main body of benefit analysis was environmental benefit, which involved the calculation of pollutants cut quantity, pollutants cut ratio and rate of reaching the standard of enterprise.Lastly, integrated considerring the formulating methods and cost-benefit analysis of industrial pollutants emission standards, the pollutants emission standards for sulfuric acid industry was used as case analysis, detailed discussion, supplied the reference for formulating emission standards of other industry.This research laid a foundation for formulating industrial emissions standards system in our country. The research results have important realistic and social significance.
