Safety is the most basic requirements of human survival and development , and it is the basic security of life and health. Safety production protect the safety and health of workers, and ensure the national basic conditions for sustainable economic development.Along with the rapid development of the economy and industrial production of our country villages and towns , safety accidents and occupation hazards occur frequently and serious threat the laborer's life and health, affecting the local and national economic development and social stability。At the same time,it caused a great economic loss to the state and enterprise property . Therefore, it is an urgent need to further study on how to adjust to the economic and social development of the villages and towns in the present implementation of the"super ministry"under the background of the reform.In the new situation, we have also to learn from other countries and local experience on the town supervising agencies carry out and deepen the reform of super-ministry system .On a basis of probing into the background, progress, reason and advantages of the subordinate administrative divisions'altering to Super-Ministry System, the article objectively analyzes the effect of SMS for safety monitoring in Foshan Town in the aspects of reform's background, reform's current circumstances, and monitoring system, associating the examples of reforming in Daliang District, Shunde and Nanshan town, Shanshui, and gets a conclusion that the reforming of safety monitoring according to Super-Ministry System in Foshan has gained clearer responsibility, higher efficiency, which pave the way to continue the reform, but it also has seen undivided responsibilities that need to be allocated, backward regulation and implementation, problems coming out when the power is transferred to a lower level, and lagging development in social organizations. Besides, the article discusses the feasibility of continuing reform to promote SMS in Foshan taking account respectively its foundation of economy, system, and experience. Finally, aiming at the problems during its one-year running, the article, based on analysis of feasibility and necessity, as well as foreign experience, puts forward advice to spur SMS including integrating and defining responsibilities, improving relative laws and regulations, advancing reform according to local circumstances, establishing efficiency evaluation, in the hope of supplying something useful for encouraging safety monitoring and SMS in Foshan and other areas.
