Rural highway network, which belongs to a principal infrastructure of one rural area, is an essential part of the national highway network and plays an indispensible role in the social economic development and improvement of peasants'standard of living. In recent years, China has attached great importance to the construction and investment of rural highway network, making the whole scale and depth expanded. But at the same time, during the construction, lack of rational planning and layout came into appearance, which then leads to great waste of economical resource and obvious negative externality. The existing method of rural highway network planning was more confined to the early period of new socialist countryside construction, took the need during this period as its starting point and considered the economy as the emphasis during the planning. With the advance of new socialist countryside construction, the demand for rural highway has changed relative to the original demand, and must base on the rural highway network planning demand on the background of new period, promote the accessible distance constraints between the nodes, consider the differences between the planning regions. So, under the background of new countryside construction, the layout of rural highway network plays an important practical role in the improvement of network's efficiency at large.Using the spatial clustering analysis tool, nodes were divided to different layers to generate clusters, so as to distribute routes. First, basic analysis was given to rural highway network, including definition, function and features of highway network, and analysis of demand. Second, working as a basis for the distribution of the whole highway network, this dissertation tries to forecast the social economy and transportation demand and at the same time, defines a rational scale and hierarchical organization for rural highway network. With the K-means spatial clustering algorithm, nodes were divided to make up different clusters, and then determines the center under the objective function of minimizing the spatial accessible distance and designs connections between different clusters. Furthermore, sets up system of evaluation for rural highway network, and assigns different weight in order to evaluate the general level of highway network through fuzzy comprehensive evaluation. Last, positive analysis was carried out and evaluated by fuzzy comprehensive evaluating tool by the real example of HuaiBei rural highway network programming.
