Rural highway is an important part of the highway network. As the import foundation establishment which be relied on agriculture and rural economics, it plays a great role in the development of agriculture and rural economy.First, the thesis introduces geographical place and natural conditions of Henan Province, and then, analyses the development profile of social economy and traffic, at last, it summaries the development history of highway network and rural highway network of Henan Province. Through the analysis of rural highway network actuality using indexes such as road characteristics, traffic characteristics, service characteristics, access conditions and so on, this thesis shows that the highway network of Henan province has reached a certain scale, but the access depths can't meet people's need, rural highway's technical level is lower, road quality is poor, the development layout of rural highway is not balance, rural highway maintenance management level is lower and maintenance force is instable. At the same time it analyses the adaptability of rural highway network on economy.Rural highway not only affects the development of national economy, but also affects the spatial distribution of economy and scientific and technological development. Based on the analysis of the relationship between rural highway and the development of social economy, the thesis forecasts the development of social economy of Henan province, furthermore, forecasts highway traffic development of Henan province.On the basis of above studies, the thesis forecasts rural highway total scale using land quotiety method, the synthesizing-quotiety method, the population density of economic method and connectedness method. Through the forecasted mileages open to traffic, it gains county and village network scale of Henan province, and then forecasts the total scale of county and village highway network and the grade frame of every town or city in Henan province. Finally, to test the rationality of the highway network scale, the thesis makes a comment about the plan of rural highway network in technique and society.
