Research On Accident Disaster And Emergency Rescue Strategies In Highway Tunnel

Recently, with considerable highway tunnels have been newly-built and put into operation, numerous tunnel accidents occur, which brought great loss to lives and properties. The tunnel accidents are characterized by high contingency, great harm and heavy loss and sometimes are easily to cause disasters like traffic accidents and leakage of dangerous chemicals.The emergency rescue of these accidents is highly urgent and difficult to carry out. Worse still, if the fire takes place, these will be casualties because of the special structure of the tunnel and traffic characteristics.The aim of the research on accident disaster and emergency rescue in highway tunnel is to reduce the tunnel accident rate, narrow it scale, lower the casualties and property loss, effectively rescue and to improve management level of highway tunnel.Based on ergonomics principle, and using the man-machine-environment system security analysis method, from the perspective of control the cause of the accident on the highway tunnel to analyze the disaster-causing mechanism of traffic accident, fire accidents and leakage of poisonous chemicals accident. Puts forward the standard of criterion of these accidents and treatment measures to them.Combined with the features of Huayanzi Tunnel in Baoji-Hanzhong Highway, combining rescue and evacuation routes, traffic organization programme of highway tunnel accident was constructed. Proposes Multi-criteria evaluation modes to evaluate rescue plans, get the best rescue plan in highway tunnels.Finally, the thesis analyzes the unfavorable factors in carrying out rescuing work in highway tunnel and points out the system frame of emergency rescue, establishes the organization structure of rescuing work and formulates relevant procedures, which provides the reference for decision-making in carrying out rescuing work, accidents control, reducing accident loss and guarantee the safety of people.
