Beijing is the capital of China, the country's political and cultural center as well as famous historical and cultural city and an international city, has a long history and profound culture. January 2005, the first time, Beijing's urban function is defined as: "the national capital, international city, the historic city, livable city" "Livable city"concept was first proposed, which means that the future of Beijing to be more suitable for human habitation, construction, fresh air, beautiful environment, good ecology, man and nature live in harmony, population and resources and environmental development of the new Beijing.The latest data show that Beijing residents has reached 17.55 million, in 2009, closing to Beijing's population control target in 2020.At the same time, the problems of population distribution is also pressure to the more serious. Water situation in Beijing is showing the deterioration of the situation, the reduction of precipitation, surface water on the decline, underground floods reduced, the reduction of available water resources and so on is very conspicuous. The contradiction between population and water resources become more and more serious.Beijing Urban Construction in a "livable city"development pressure. In this paper, a more comprehensive and systematic analysis of population and water resources of Beijing history and development status, based on the basis of sustainable development theory, dissipative theory, gray system, coordination theory and information entropy theory of dissipative structures using gray Associated entropy model, the population of Beijing-the coordination of water resource systems analysis to measure changes. Beijing Municipal Population and water resources are state of statistical analysis, to find problems in their development, will combine the two systems qualitative analysis of conflict and contradiction, to find a few of the basic contradiction. Empirical analysis on the one hand confirmed the previous qualitative analysis, measurement of population-water system coordination and development of the law changes the direction of evolution; the other hand, can find new problems for the more in-depth analysis. Found that Beijing's population-water system only in 2006-2008 is the direction toward a more coordinated, and from 2002 to 2006 changed little coordination, but on the whole, the direction towards the disorder and lack of coordination development. Beijing population-water system to continue the development towards the state of disorder in 2009, it is difficult to play a subsystem within and between subsystems synergy. Difficult to achieve population-water resources system, coordinated and sustainable development.Taking full account of implementation of the policy environment and practical constraints under the conditions proposed to improve the Beijing population-water resources system coordination, the feasibility of sustainable development, a few suggestions. Finally, summarize the main contribution of this study, and this study is not yet resolved and needs to continue to explore the issues of induction.
