Based On The Sustainable Development Of Water Resources Allocation Program Evaluation Studies

Sustainable development is a development strategy in the 21st century, which regards people as the centre , resources environmental protection as condition, socio-economic development as means . realizes contemporary people and later generation mutual prosperity and development . As a kind of valuable natural resources and basic key element of the ecological environment, the water resources is playing extremely important support role in such different fields as the protection and improving of people's life and productions, ecological environment, etc. We can say water is the foundations of the society and economic sustainable development, the sustainable utilization of the water resource is a core of social society and economic sustainable development. So. it is of valuable in theory and in practice to study rational distribution and sustainable utilization of water resources.In This dissertation, on the basic of the discussion about the concept and intension of he sustainable utilization theory of the water resource, combined with the theories of ecological economics, a complicated huge system is presented by coupling the ecologicaleconomics systematic with the water resources system-the WaterEcological-Economics System (WEES); Using the dissipating theory view, the systematic dissipation structure and the evolvement characteristic of the WEES has described. Simultaneity, combined with the synergetics theory, the dynamic equilibrium and evolvement rule is analyzed in depth which reached by the relation of competition and cooperation each other among social-economy subsystem and water resources subsystem and entironment subsystem: On the basic of the harmonious mechanism of optimal allocation of regional water resources in succession, the evaluation model on the optimal allocation of the water resources founded on sustainable development has put forward which included ''development degree'" model and ''coordinating degree" model. Finally, Regarded Anyang city as the instance, the water resources optimal allocation projects on three planning standard years has appraised and analyzed in depth by the model.
