Data acquisition level of electric power in China has been lower than the developed countries. some of Residents and businesses have been adopting unprepaid method. Many prefecture-level cities, counties and most rural areas have still used man-reading mode. With the constructing of the smart power grids, full collection and full coverage of electric power has been developing actively.In a long time, low-voltage user data collection and payment system of Beijing Electric Power Company have had many disadvantages, which contained many small systems in parallel, no uniform communication protocols and no uniform technical specifications and so forth. The limitations of existing system are described in this paper firstly, and than the detail of the latest State Grid acquisition program in analyzed, and after that the key technology is researched in depth. According to the status quo of Beijing Electric Power Company, a system which can meet its need is proposed in this paper, and the centralized deployment model is described in detail. On the basis of guaranteeing the real-time communications, a variety of communication programs have been compared, and finally the master station framework of the real-time electric using collection system is determined. Many functions, which contain data collection, remote fee control, rights management, report generation and so on, are finished in this framework. And the unprepaid method and data real-time problems are solved.As the middle communication equipment of the Real-time Electricity Collection System, collection terminals play a nexus role in the system framework. Its uplink interacts with the master station to implement the orders of master station, and its downlink connects with the meter to obtain various types of request of the master station data. According to demands of the Beijing Real-time Electricity Collection System, the shape design of the collection terminal upholds the criterion of national grid collection terminal type. GPRS communications have been used between the main station and the collection terminal, and RS485 communications have been used between collection terminal and the meter terminal in this system. A variety of meter data can be obtained by master station in any time, and at the meantime, accurate, real-time and rich data can be supported for electric power dispatch and analysis. Plug-in modular design is used to collection terminal, which ensures that the RS485, micro-power wireless, and power line carrier have the same interface, and improves the versatility of the system, and finally solves the ineffective communication problem that is affected by different region.According to the demand of real-time electricity collection system project of Beijing Power Company, the master station application terminal is compiled by Java language, the data stream is compiled by ProC of ORACLE, collection terminal is implemented by the ARM + Linux embedded platform, and software is achieved by C language. The system has been successfully deployed in the Beijing Electric Power Corporation. And it achieved real-time electric using information collection of the residents and business users, control of remote expenses, and control of switch tripping and closing.
