With the development of domestic economy, the electric power industry scale expands unceasingly. Meanwhile, the power equipment of electric power enterprises is also increasingly large scale. The quality of management of electric power equipment will directly affect the economic efficiency of enterprises, but also affect the survival and development. Therefore, a reasonable and effective management of power equipment is an important task facing the electric power enterprises.The complexity of distribution network and the characteristics of power equipment have brought great difficulties to the enterprises to timely and accurately grasp the situation of electric power equipment. In recent years, power supply enterprises generally introduces life cycle management concept to provide for intelligent decision support, and strengthen the management of power equipment, which emphasizes the life process planning, organization, coordination, and control to the power equipment. But most of the power supply enterprises are only concerned on the management from purchase, use, maintenance assets to scrap. They have neglected the source of power equipment management -the planning stage, in other words, they are lack of effective management in planning stage. In addition, the contradiction between the current overhaul system and power supply reliability, shortage of maintenance personnel is increasingly prominent. Therefore, it is necessary to further research life cycle management in the planning stage, and realizes the comprehensive and effective management of distribution network power equipment.Aiming at the deficiencies of distribution network life cycle management, the equipment optimization and transformation model and project management comprehensive evaluation model are proposed, which can provide decision-making support for distribution network lifecycle management. First, the phenomenon of project overlapping and its causes are studied. The thought of data standardization of distribution network project is put forward. The IEC61970/IEC61968 standards are expanded. Then the evaluation model of correlation degree between distribution network projects is proposed. The model can evaluate the correlation degree, which can assist the managers to make decisions, avoid overlapping, and improve project management level. Second, combining the knowledge of fuzzy mathematics, the evaluation indexes of equipment optimization modification are selected, then the membership functions are established, and the distribution network equipment modification comprehensive evaluation model is put forward. The research above can provide decision-making for the distribution network assets manager.
