Research On Life Cycle Performance Evaluation Of Exp Ressway PPP Project

PPP mode has achieved remarkable results in China.It emphasizes the cooperative relationship between government and social capital.In recent years,the overall scale of PPP projects of the Ministry of Finance has been declining,but the scale of projects in managed database has been increasing year by year,which indicating that most of PPP projects in China have been or will be implemented.In consideration of the characteristics of PPP mode,the long project implementation cycle and complex stakeholders,conducting performance evaluation for PPP projects is imperative,so as to prevent and reduce the possible problems and risks of project,regulate the behaviors of all participants,and ensure the quality and efficiency of public products and services.This paper regards the highway PPP project as the study target,explores the project performance evaluation under the full life cycle.Based on defining PPP model,expressway PPP project these related concepts and the related theoretical analysis like the public goods theory,performance management theory and full life cycle theory,on the basis of performance evaluation of full life cycle,for ideas,by using the method of literature study and expert interview to identify highway PPP project preliminary performance evaluation in dex,using a membership degree to calculate in order to optimize the index,and finally from the three phases,the project construction,operation,and handed over to construct highway performance evaluation system for the full life cycle of the PPP project that consists of three level indicators and 28 secondary indexes of.So as to meet the needs of multi-objective and dynamic evaluation,the AHP method and fuzzy comprehensive evaluation(FCE)method are used to construct the full life cycle performance evaluation model of expressway PPP project.The case study of G316 line Lianghui Expressway PPP project is carried out to verify the feasibility and rationality of the evaluation index system and evaluation model.It is hoped to improve the expressway performance management level,ensure the quality of the project,save the investment cost,and provide more efficient and convenient travel services for the public.Finally providing references for the government departments to formulate and improve the performance evaluation index system and carry out the performance evaluation work.
