| According to the energy-saving and emission reduction targets set in the 13th Five-Year Plan of China,by 2020,the total sulfur dioxide emissions of Henan Province should be controlled within 939,000 tons.M Machinery and Equipment Group is one of the five subsidiary sections of China Pingmei Shenma Energy and Chemical Industry Group Co.,Ltd.The H project started construction in May 2017 by the M machinery and equipment group,with a planned construction period of 12 months.As the H project is the first inter-professional project of M Machinery Equipment Group,it lacks the risk management experience of environmental protection project.Therefore,how to effectively identify and control the risk factors in the whole process of the H project and establish the whole life cycle risk management system of the project will play an important role in improving the risk management level of M mechanical equipment group and ensuring the smooth operation of the H project,especially for the transformation and development of M mechanical equipment group.This paper collects and collates a large amount of data,based on the theory of project risk management,drawing on the domestic and foreign risk management models and practices of related projects,systematically studies the M Machinery Equipment Group H project life cycle risk assessment and control strategy.Firstly,based on the background of H project,the paper reveals the problems existing in the risk management of M machinery equipment group H project.Secondly,according to the theory of life cycle risk management,the whole cycle of H project is divided into four stages:investment decision-making,pre-operation,construction and completion transfer.Brainstorming method is used to analyze and identify the risk factors of H project.According to the result of risk identification,H project risk assessment index system is constructed.Then,the hierarchy of risk factors in each stage is established by using the analytic hierarchy process,and the weight of risk factors at each level is determined.The fuzzy comprehensive evaluation method is used to evaluate the risk factors in each stage of H project.Finally,according to the overall risk of the project and the specific situation of risk factors in each stage,the risk management and control strategy of M Machinery Equipment Group H project life cycle is proposed.The characteristics and innovations of this paper lie in:(1)dividing the whole process risk management of H project into four stages:investment decision-making,pre-operation,construction and completion transfer,and identifying the risk factors of each stage separately;(2)constructing the risk assessment index system of H project,and using fuzzy comprehensive evaluation method to advance the risk factors of the project.Third,based on the evaluation results,provide the M Machinery Equipment Group H project life cycle risk management and control strategy.This study will not only provide M Machinery Equipment Group with a set of H project risk assessment methods and control strategies,but also provide a theoretical basis and implementation methods for the development of other similar projects. |
