Cities play a decisive role in our society development. In recent years, urban flood disasters have caused huge economic loss and property casualties. At the same time, the water resources these can be used to solve water shortage problems in the city are losing, resulting in misallocation of resources. Therefore, the simulation of urban rainstorm and usage of rainstorm in the urban flood management have an important situation.This paper analyzes the factors influencing runoff in Jinan, established a SWMM-based model for rainwater in Jinan.2007, "7.18" storm flood data was taken into the model to examine it; flood under different rainfall conditions was simulated. Under different utilization for flood, SWMM model was used to simulate the runoff processes. Water levels and flow processes were compared and analyzed. The water was calculated under different designs of utilization for flood.SWMM model used in this paper is mainly composed by the runoff module, transport module, storage module and the receiving water module. In the model, Horton/Green-Ampt is chosen to calculate the infiltration; in the nonlinear reservoir model is used in surface convergence; pipeline flow is assumed to be gradient flow, which is simulated by continuity equation and momentum equations.It can be proved that the process of modeling the joint with GIS have improved efficiency. It is very like that there were differences between the simulation and the actual situation because the channels had been reduced in the simulation. Through simulations under different rainfall conditions, the urban rainwater has high peaks and long lag time; Through analysis of different measures of rainwater use, adopting water utilizations can reduce the flood peak and flood volume, but different utilizations have different effects. In the measures, the reservoir can reduce the runoff peak most, while the increasement of green area can increase the infiltration most. So it's better to adopt the reservoirs in Jinan, supplemented by the increasement of green area and the concave green area.The established model provides a way for flood forecasting in Jinan. The appropriate rainwater utilization patterns have been analyzed in Jinan City.
