Research On Key Control Points And Countermeasure Of Investment Management In Construction Project Implementation

Official data show that during the 12 th Five-Year Plan period,the total investment in fixed assets accounted for 72.92% of the GDP of the same period,occupying an extremely important position in China's economic and social development,involving various fields,industries and subjects,and consuming a large amount of construction investment funds and human and material resources.At the same time,during the 12 th Five-Year Plan period,fixed assets are still growing at a high speed,and the growth rate is much higher than the total domestic economic growth rate in the same period.However,compared with the important position of the construction industry and a large number of projects,there have been many shortcomings in the investment control of construction projects in China.The phenomenon of investment out of control is very serious.Do main deficiencies.Therefore,this paper focuses on the owner's perspective to study the key issues of investment control in the implementation of construction projects,and puts forward corresponding investment control measures.The argument of this paper is as follows: putting forward the problem(identification of key problems)-analyzing the problem(analysis of causes)-solving the problem(countermeasures)-the logical layer by layer of case verification.By using the methods of literature analysis,theoretical research,expert interview,Delphi method and analytic hierarchy process,this paper analyzes and constructs a series of indicators,such as literature summary and statistics,follow-up index pre-selection,index formulation,index screening and so on department;Analytic hierarchy process is used to evaluate and rank the problem indicators,and the weight of the problem and the key issues are obtained;analyzing the causes of the key problems in depth,and putting forward the management countermeasures of key control points for investment;finally,case studies are carried out to verify the management countermeasures.In the chapter of confirmation of key issues,firstly,through a large number of literature reading,the original list of investment control issues is classified and summarized;secondly,by analyzing the degree of focus of experts and scholars on outstanding issues indicators in the literature,combined with personal work experience,the initial list of issues is pre-selected;and then,through Interview with experts in the industry,confirm,revise and supplement the initial list of major issues,and draw up a list of issues;then,Delphi method is used,according to several rounds of expert opinions,through quantitative analysis,selected and deleted some indicators to form a problem index system;finally,for the establishment of the problem index system,cited Analytic Hierarchy Process(AHP)is used to analyze and evaluate the problem indicators.The judgment matrix of the indicators is constructed according to the experts' opinions.Through analysis,calculation and consistency test,the weights of the problem indicators are sorted out.According to the 28 th rule,the key problems of investment control in the implementation of construction projects are identified.Targeted measures and Countermeasures areputforwardtolaythefoundation.Finally,through the key research on the office building construction project of the luster branch of Nanping Tobacco Company(which was awarded the "Minjiang Cup" Quality Professional Engineering Award in Fujian Province in 2015),the author verifies the management countermeasures through case practice and data analysis,and proves the validity of the management countermeasures.In the case study,the technology of analytic hierarchy process,value engineering,geometric extraction and bid evaluation are used,and the method of inquiry for project owners' main materials is innovatively put forward.
