Recent years, Emergent event happened frequently in world-wide, which brought great impact on people's living and social stability, and result in huge loss, thus, every country treat emergency management as a important work, and make regulations positively to cope with this problem. Emergency rescue usually need massive resources, at this time, how to dispatching these resources reasonably, and deliver all the resources to the location where emergent event happens, will influence the efficiency of the rescue work directly. Therefore, the dispatching of the rescue resources is a very important content of all works in rescue.Railway is the lifeline of the national economy. The rescue system of railway emergent event plays a very important role for the safety operation of railway system. It is an important supporting for maintain the normal operation of railway system, and an effective measure to reduce the casualty and property loss. Emergent event possess special characteristics when it occurred in railway system which is a specific complex system. In this paper, we analyzed the characteristics and relative theories based on summarize the general mechanism of emergent event, conclude the definition, characteristics, inducement and classification of railway emergent event according the specialties of railway itself and finally obtained the classification of railway emergent event and the categorization of rescue resources. Based on these analysis and research, we divide the dispatching problem of rescue resources of railway emergent event into two sub-problems, which are dispatching of materials and dispatching of equipments.For the two sub-problems we obtained above, we continuing divide them into four problems according to the resources requirements of the emergent event is static or dynamic. For each situation, an optimization model is founded aim at minimize both the end time and the relevant dispatching cost of the rescue work. By introducing the thought of stratified sequencing, algorithms were designed for each problem, and examples were used to verify the correctness of the models and the effectiveness of the algorithms in order to establish the theoretical foundation for the dispatching of rescue resources of railway system.
