Inter-city railway has the characteristics of short track length, high operation density, large transport capacity and high-speed, these features can be well meet the current needs of the medium short distance passenger transport in the area within the scope of urban agglomeration. At present, many urban agglomeration inter-city railway are under planning and construction, in the next few years will become network operations. Train dispatching and management architecture is the core of the inter-city railway transport organization, it concerned the safety, efficiency and reliability of intercity rail network transportation production. Higher requirements to dispatching and management architecture are put forward because of network operation, the dispatching model and architecture based on line in the initial operational stage will be difficult to meet the dispatching demand of intercity railway under the condition of network operation. It is necessary to further study dispatching and management architecture of the inter-city railway under the condition of network operation.The paper starting from the intercity railway’s own management and operational characteristics, based on existing high-speed dedicated passenger railway integrated scheduling system and urban rail transit scheduling system, using the theory of rail transport organizations, systems engineering, ergonomics and operations research, and other related theories, several major issues related to dispatching and management architecture of the inter-city railway under the condition of network operation have been deeply study. The main contents include the following aspects:Firstly, based on the characteristics analysis of the inter-city railway investment and management, passenger flow and operation organization, combining the characteristics of rail transit network operation, the paper draw a conclusion that the inter-city railway under the condition of network operation should be centralized management, the key problem of centralized management are dispatching privileges belonging, dispatching and management framework and administer scale.Secondly, according to the requirements, it have to clear the dispatching privileges belonging of inter-city railway at first. Through the analysis of influence factors about the dispatching privileges belonging of inter-city railway, comparing the advantages and disadvantages of dispatching independently and entrusting national railway to dispatch, then put forward the proposal of the dispatching privileges belonging of inter-city railway, it is concluded that inter-city railway should dispatch independently under the condition of network operation. Thirdly, based on the analysis of the existing rail transit dispatch model, considering the inter-city railway operating company number of uncertainty under the condition of network operation, study inter-city railway dispatching and management model under the condition of different dispatching privileges belonging, it is concluded that inter-city railway should select the dispatching and management model of single operating agent under the condition of network operation. Then based on the characteristics of the inter-city railway itself to explore the setting up of business dispatcher station in the inter-city railway dispatching and management architecture, inter-city railway can merge some business dispatcher station if it won’t affect scheduling safety and efficiency. At last the paper study the administer model of inter-city railway train operation dispatcher station, inter-city railway should set up the business dispatcher station based on ’line’ under condition of early stage, and it should set up the business dispatcher station based on ’line’ and ’area’ under condition of network operation.Last, based on the evaluation of inter-city railway dispatching’s workload, the paper clear the mathematical relationship between the administer scale and the dispatching’s workload through multiple linear regression method, then the paper establish0-1linear programming model to divide multiple dispatching section of inter-city railway network reasonably based on Graph partition theory, at last the paper apply this model to PRD(the pearl river delta) inter-city railway planning network of2020.The paper has certain forward-looking and exploratory, hoping to provide certain theoretical for the construction of the dispatching and management architecture of inter-city railway network operation.
