As a medium voltage distribution levels, voltage 10kV and 20kV are applied in both domestic and international practice. Along with the economic development, the distribution network voltage level is not static but constantly upgrading. By analyzing the course of voltage changes of domestic and international distribution network and combining with the actual power in Tangshan region, the status of power resources of the coastal city is very weak, with higher load density areas. The supply pressure of 10kV distribution network in the region is relatively large, it's more suitable for 20kV voltage level supply. It is necessary to study the 20kV grid applications programs of the coastal city.In order to meet the electricity needs and the need to improve power supply capacity and standardize the city power grid structure, and reduce power grid investment and increase economic efficiency, this article discusses the necessity and urgency of the 20kV distribution voltage power grid, and designs the planning of the coastal city and the starting area. The results show that compared with the use of 10kV power supply, the use of 20kV power supply scheme reduces the number of substations, and occupying area. In the initial stage of construction, the transition program is adopted, and 20kV network is gradually built. To improve the reliability of power supply distribution network,110/20kV main transformer substation can take parallel operation, and resistances are used to limit short circuit current. As cables are used in 20kV system, the system uses the neutral grounding via low resistance.Seen from the above, the application of 20kV distribution network has unique advantages and advances in coastal city.
