Nowadays, wind power business in our country and even the whole world is developing rapidly, but because of the variety of the wind farm equipment monitoring systems and the communication standards, they are difficult to be compatible with each other and it's hard to achieve a uniform maintenance and management system for wind power plant. In order to solve this problem, the International Electro technical Commission proposed a new standard IEC 61400-25 for wind power plant communication. Research on this stanard is of great significance to the development of the wind power plant monitoring system in our country. It can not only solve the existing problems in communication and unified management of wind power plant, but also is an issue that our wind power equipment manufacturers who want to enter the international market must face.The standard gives five mappings to common communication protocols, after analyzing these communication protocols, the advantages of Web Services using in wind power plant communication are introduced detailedly in this paper, and an IEC61400-25-based seamless communication structure for wind power plant is proposed. This structure adapt to wind power plant whatever standard-supported or not, and old and new devices can be unified in one IEC 61400-25-based communication system, in which central monitoring center achieves unified monitoring and control.This paper establishes an information model and an information exchange model of wind power plant turbine and mapping them to Web Services, the XML descriptions of the device information model and information exchange model is given too. At last, a Web server-based client system is designed to simulate the standard-based communication in wind power plant. The client can reconstruct the wind power plant information model and achieve simple monitoring and control functions, the results verify the feasibility of the wind power pant communication model.
