While the power system is developing to high voltage, great grid, highly automatized , while the power system deregulation ,the need on enterprise information sharing and application integration is more urgent .Many automation system are applied in power system ,the data exchange need varies on different levels .In common situation , application system are supplied by different venders .They have different data model, application programming interface , developing platform ,etc. Each application need to develop special interfacing program to realize data exchange with other system .This effort result in high cost ,can't reach inter-operatity between applications ,can't preserve investment on existing system.From the 'Control Center Application Program Interface'(CCAPI/EMS-API) project initiated by Electric Power Research Institute through the effort and cooperation of whole industry ,the IEC published IEC 61970 series standards .The core objective is building open control center application environment and implementing the 'plug-and-play' utility application integration through common information model(CIM) and common architecture .The CIM is a information model which describe the logical architecture and relationship of all objects in power system .It provide a logical ,consistent description of power system independent with platform for each application, especially in Energy Management System area .IEC 61970 standard also provide common application architecture corresponding to common information model ,the solution and implementation based on component software , including Component Interface Standard (CIS) and Information Exchange Model(IEM).The EMS-API adopt the component execution system which is mainstream technology in software industry as integration foundation , using common extensible Markup Language(XML) as format of data object coding and transmission.This paper start from CIM model introducing the history of EMS-API project and the progress of related software technology such as Java / XML /RDF/ UML, studying the concept / architecture / characteristic of power system CIM , analysing the relations in IEC 61970 series standards , providing a power system model data exchange implementation solution based on IEC 61970 series standards using CIM/XML format. This paper also give a realization of power interface implementation of flow calculation program based on CIM using CIM/XML format, illustrating the detailed steps implementing CIM data exchange.
