This paper describes the problems that exist in the modular organizations, including the competition for dominance between the dominant party and the non-dominant members, conflict of their objectives of interests and those arising in the distribution of benefits. Through analysis of responsibilities and capabilities of the dominant party in a modular organization and trends of interests changing of the members, it is proved that the solutions are to establish a win-win, with good future expected and dynamic adjustment mechanisms of interests, and raise capability of the dominant party to innovation and establish a new type dispute settlement mechanism. Meanwhile, the paper describes that the practice of the theoretical research in the coordination of conflict of interests of the dominant party and members in the integration of railway signal system projects. Through the analysis of the problems to operation of the organizations due to the interests conflicts, detailed suggestions are put forward to solve the conflicts problems.
