Interests Coordination Mechanism Of Historical And Cultural Town

Nowadays,along with the urbanization process and the prosperous development of small cities and towns in our country, "ancient town tourism", " rural tourism " and " ecological tourism" have gain their popularities, which makes unprecedented challenges to the protection of its historical and cultural heritage. Historical and cultural town, as a kind of regional resources, have the great importance in the development of local economic and society. Its dual characteristics of historic resources and economic resources placed the development and protection of all the historical and cultural towns in a dilemma. The dual task of cultural heritage preservation and urban develop assistantation of historic cultural town has raised a special research field in Urban and Rural Planology, which comprised the features of comprehensiveness, practicalness and interests transcendenceness. Therefore, this protection should based on the demands and interests of all parties and weigh the relationship among game, to meet the demands of different interest parties as a starter, guide them to play game cooperatively by the construction of scientific and effective interest coordination mechanism. Thereby providing a continuously internal impetus to the protection and development, ultimately achieved the goal of mutual promotion and harmonious co-existence between development and protection. This appears to coincide with the spirits during the rapid transformation period in present China.To expand the horizon of historical cultural town protection and to establish an available reference method to analysis the interest relationship in protection, the current thesis launched a series of theoretical researches related to historical and cultural town protection and stakeholders analysis. Through theoretical summary and practice introspection, we attempted to clarify several questions as followed:○1 How to use the stakeholder theory in the field of management science as a new perspective to look into the protection and development of historical and cultural town, ○2 Non-cooperative game among interests related groups hinder the process of protection and development, ○3 Cooperative game among interests related groups provide continuously internal impetus to the protection and development, ○4 How to adjust the interests coordination mechanism to guide interests related groups towards cooperative game.Previous studies reveal that the stakeholders linked to historical and cultural town could divided into core parties and non-core parties based on the importance levels. In the current study, we first identified government, planologist, developers and aborigines as four core stakeholders who involved in the protection and development of historical and cultural town. Then summarize the demands and its importance degree of above-mentioned four parties through theoretical review and social survey, we found that the inconsistence interests demands among these parties inevitably arouse the disagreement of profit and power distribution. We analysis several events which typically represent the disagreements among stakeholders, finding that similar events always leads to the conflict between individual rationality or individual rationality against collective rationality, an reasonable coordination mechanism may guide the stakeholders cooperated with others, hence reduced the conflicts. However, this coordination required a more reasonable institutional environment named "interest coordination mechanism". In this study, we put forward adjustment strategy upon interest coordination mechanism include the above-mentioned four core parties respectively, try to established a scientific and effective interest coordination mechanism to enhance the coordination and operation pattern among all parties, in order to achieve cooperative game and boost the process of protection and development.On the basis of stakeholders in management, game theory and among other theories, we used a combination method consist of normative and empirical analysis to research those core stakeholders involved in the historical and cultural towns protection and development, explored the deep benefits structure and dynamic relationships. We demonstrated that non-cooperative game caused by inconsistence demands among all parties could be a barrier to the protection and development. The adjustment strategy towards interests coordination mechanism for each core parties, is a supplement to the study of historical and cultural town protection and development, which may provide a certain reference significance to the related research and practice.
