Nowadays, regional economic integration is the trend of international economy development. In China, regional economic development pays great attribution to the whole national economy. In order to form a better economic development structure, the State has approved the development plan for the Northern Gulf Economic Zone, the cross-strait economic zones and others, etc. Transportation system is the fundamental part of regional economic integration, with the situation that the state pays great efforts on regional economic integration development, planning and construction for railway network, based on the theory of regional economic integration and traffic location, this paper carried out a deeper and systematic analysis and research on the layout plan of regional railway network by drawing on current research result.First, this paper explained the background and significance of research for regional railroad network planning. By summing up the research results of railway network development at home and abroad, combining the actual operation process of railroad network planning project, get the direction of the major contents and research Framework process.Secondly, this paper has made the necessary basic theory analysis:it clarifies the connection between regional economic development and transportation; addresses the promotion that inter-city traffic has attributed to regional group development; analyzes the characteristics that regional transportation required for regional economic integration; summarizes the framework of railway network planning process.What's more, this paper has done the theoretical researches of transportation demand forecasting and road layout planning:about the study of transportation demand forecasting, it emphasizes the practicality and accuracy of traffic demand forecasting model; re-designs the combination forecasting method which is mainly used in actual operation by phasing in quantitative economics; researches how to choose out the reasonable predicting method to improve the accuracy of model prediction; proposes regional transportation demand forecasting methods based on combination forecasting method. Besides the research of network planning method, by drawing on the theoretical method of highway network planning and locations of hubs, this paper proposes regional railway network which is based on the analysis of important degree of nodes and transportation location theory. On the analysis about the important degree of nodes, it adds indices of the level of transportation upon the simply economic evaluation; gets a much more accurately confirmation about the weight of each index by phasing in triangular fuzzy number. In the setting of regional railway network, it finally draws to the general idea of network layout with "launching by level step by step, making location addition by hierarchy"Finally, taking The Northern Gulf Economic Zone as an example; based on its socio-economic and transportation status, this paper is forecasting the railway demand in Northern Gulf Economic Zone, researching the network layout and planning by using the theoretic method, get the verification that the theoretical method is reasonable and practical.
