In recent years, with the development of control technology, information technology, power electronics technology and network communication technology, intelligent automation devices which using microprocessor as the core are widely used in the field of power control. It has greatly promoted the development of integrated substation automation which is the core of power grid. Meanwhile, with the technology evolution and leap of industrial control areas, control function of substation even the whole power system industry is also requested for more development.Function block technology is a new international research focus. It emerges as the times require which from current stage transition to functions distribution and digital control technology stage of industrial technology. Based on the distributed purpose and reusable, reconfigurable, encapsulation and modular design, it defines a set of Industrial Process Measurement and Control System (IPMCS) function block basic concepts and ideas, which represents the latest technology development and trend of the industrial control area.This paper does a depth study to the digital implementation of power system logic interlocking and the control technology of function block, which in order to introduce the latest technology of industrial control area into the power industry, to solve substation control and protection problems which includes of equipment platform of irrelevance, distributed control realization and so on, to make the digital substation technology obtain the full development, and provide a better service for automation of electric power systems.This paper mainly studied the improve and perfect of the logic interlocking formula method based on the first wiring diagram of substation, getting the judgment formulas which can directly applicable to bay layer logic interlocking, and the acquisition process. Meanwhile, in the three-layer theoretical system framework of the substation, having a certain level discuss about the system structure and applicability of the function block technical specification, one to one mapping of system models of the specification and the substation structural levels, and laid a theoretical foundation for it is introduced to the related power system. Using functional block type technology, event and data connection rule of input and output, Execution Control Chart (ECC) and encapsulation algorithms functional description designed the corresponding composite function block type for the CILO logic interlocking, and detailed illustrates the structure of its internal component function blocks, and the relevant control functions. Meanwhile, introducing and using the Function Block Development Kit (FBDK) of ROCKWELL automation company do a software design and simulation for the CILO composite function block, and further demonstrated the feasibility of the function block technology be used to power system from the realizing and application perspective, also provides a good reference model and learn example for follow-up more in-depth level research the function block technology.The paper has made some summary to the whole research work in the last, and generalized and refined all innovations of this study, and puts forward the main directions and research emphasis of follow-up research work.
