According to the current severe states on water resources problems in China.It outlines the current status of water resources in the global and our country at the beginning of this article, and introduces the situation of water utilization based on sustainable development theory. After a research and reference to sustainable development index system, and the principles and methoud of evaluation index system's construction at home and abroad, we select appropriate indexes to effectively evaluate the sustainable utilization of water resources. This paper uses the method of data envelopment analysis to evaluate the sustainable utilization of water resources. Firstly, the sources and application study development of data envelopment analysis is illustrated in detail. Secondly, According to the general conditions of our provinces and autonomous regions, we select the general index, and establish water resource utilization C2R model of our country's 31 provinces (including municipalities, autonomous regions, excluding Hong Kong, macau and Taiwan). The solution of C2R model reflects reflect the level of out contry's water resource utilization. So that they can be used to quantitatively evaluate the water resource utilization.The key content this paper studied is:1. Combined with the situation of water resources at home and abroad, this paper puts forward the existing problems of water resources's sustainable utilization and the research direction of data envelopment analysis. This article analyzes the DEA method which is applied to domestic and foreign research situation of water resources utilization evaluation, and then deduced the hot issue of current water science field related.2. The sustainable development index system at home and abroad. This paper expounds nature and connotation of the sustainable development theory. Briefly put forward the Logistic model of water resources sustainable utilization.3. Systemly and carefully studies the origin of data envelope analysis method, the model and application progress, especially for the process,modeling methods and model's elements of detailed study of C2R model. It gives solution and step to solve C2R model of dual programming with software of Matlab. Finally it instructs on effectiveness and economic implications of the model's and its solution. 4. This paper selected 31 provinces as the object of study, using principal component analysis to reduce the dimensions of multiple indexes before DEA analysis, which are converted into a composite index or several comprehensive indexes. The model makes use of Matlab to solve C2R evaluated model, and finally analyses and evaluates the solution.5. According to the model result, it analyses problems of water resources sustainable utilization and proposes a comprehensive measures of sustainable utilization.In short, this data in this paper comes from real statistics, which based on cutting-edge scientific methods and obtained reliable results.
