Network analysis platform for transmission and distribution systems can analyse and simulate transmission and distribution network system, which can overcome the grid potential causes of accidents, save energy, to ensure safe and reliable in the process of transmission and distribution, it is an important tool which is designed to improve the management of transmission and distribution grid system. Previous existence of transmission and distribution network analysis software, it is difficult to extend and maintain the disadvantages for its'worse openness and single function, so exploiting an open, scalable platform and maintainability analysis has important theoretical and practical value.The IEC 61970-301 standard is to solve the trouble that the model of power system is not described by a unified model. In the first part of the paper, Common Information Model, CIM were analyzed and summarized, on this basis the object model and relational database mapping method were gived, respectively, in the relational database SQL Server to create a CIM model. Then, using the definition of CIM in the method of network topology, completed the topological analysis of static and dynamic network topology analysis, the method was verified with an example. Finally, an interface for computing short circuit is designed to provide the necessary equipment parameters and network topology of the short circuit.The model and method are in accordance with the Visual C + + 2008, the realization of a prototype system of the server, and use a practical example of the grid system to be tested. The Tests verified the reliability and validity of the program.
