The rapid development of China's expressways and the shortage of maintenance funds require expressway management change corrective preventive maintenance model to preventive maintenance model, but the existing separation mode of preventive maintenance timing and measures hardly satified needs of preventive maintenance decision-making. Therefore, the preventive maintenance system which integrates data collection, analysis, evaluation, prediction, decision-making should be established as soon as possible.According to the theory of the road assets and the characteristics of the whole operation, expressway maintenance projects are divided into daily maintenance, preventive maintenance, large and medium repair, special projects and conversion projects and so on. Based on the characteristics of preventive maintenance to solve functional damage in pre-operation, it's definite to divide the whole operation period into two stages by cost model on the whole operation,getting the lowest acceptable level of surface intensity index as a cutoff point, whose adaptation is validated based on measured data of Anchu expressway Asphalt Pavement in Yunnan, and getting Yunnan Anchu expressway (20-year design life) pre-operation period of 12 years, 8 years later for the conclusion, thus this paper is studied on the whole operating range of pre-defined. Secondly forming the choice model of Asphalt Pavement Preventive Maintenance measures by the decision matrix and fuzzy comprehensive decision method, and getting a set of strategies for one player - measures selection set. The timing selection of Preventive Maintenance of Asphalt Pavement matchs with the application of the higher mathematics inflection point, so adjusting the measured data by regional indicators to form the corresponding Composite Index decay curve,curve inflection point is calculated to confirm the corresponding segmentation point, while inversing the empirical formula of crack index CRI, rut depth index DRI, roughness coefficient IRI, lateral force coefficient SFC, it's found that the timing of inflection point which calculated by the empirical formula sets into the inverse range of the experience formula, so it's correct to select the timing of Asphalt Pavement Preventive Maintenance by the inflection point theory, thus forming a strategy set of the other player-the timing set.Finally the paper establishs the asphalt pavement Preventive Maintenance game model based on improved Cost-effective model, with the application and practice of Anchu expressway asphalt pavement in Yunnan province, the suitability of game model to the expressway asphalt pavement is verified in decision-making of Preventive Maintenance.
