Study On Management Problems And Countermeasure Of Beijing Urban Road "Precuring" Project

In recent years,with the continuous extension of urban scale of Beijing,it has been more and more onerous to deal with the maintenance task of city pavements.The methods based on the theory of mending after damage can no more satisfy the rapid development of the city.Therefore,as a construction management technique,preventive maintenance has gained more attention from municipal administration of Beijing.Pre-maintenance is the abbreviation of preventive maintenance construction management of asphalt concrete pavements.The core of this concept is a planned maintenance strategy on the basis of "cost-benefit" relation for the asphalt pavements when their surfaces are still in good condition.Although management theories related to preventive maintenance has been systematically established in developed countries,the preventive maintenance projects around China are merely in the stage of technical verification.In spite of this,the investment in "pre-maintenance" projects of Beijing's urban asphalt pavements keeps increasing year by year.Moreover,relevant companies and administrations are quite optimistic about the development of "pre-maintenance" in China.This paper mainly focused on the problems encountered in the "pre-maintenance" management during the maintenance projects of urban pavements in Beijing.Discussions were carried out about the solutions of these problems and a set of feasible implementation plan was finally proposed.
