The highway is a huge public assets. Pavement preventive maintenance technologyis to improve the level of service the public assets, and it is an important way to achievethe preservation and appreciation of public assets. Although the rapid development ofChina’s highway construction, maintenance and management of the daily work is veryheavy, and our late start in preventive conservation, these factors make the constructionof the highway presents a situation which is called "Emphasis on building but contemptconservation". Therefore, we must establish a system of preventive maintenancedecision as soon as possible. The system consists of data collection, analysis, evaluation,forecasting and decision-making composition. Thus the "emphasis on the constructionbut contempt conservation" viewpoint into "a combination of construction andmaintenance" point of view, these are used to ensure the sustainable development ofhighway construction.Firstly, this paper reviews the existing highway asphalt pavement of commondiseases category, and summarized the four main types of preventive maintenancemeasures, they are crack sealing, seal the surface layer, and thin overlay Pothole Repair,and display of their main features, performance, cost and other applicable informationand road conditions. And the establishment of fuzzy comprehensive decision model forhighway asphalt pavement early disease through the fuzzy math, gray correlation theoryand other methods.Secondly, according to the principle of a combination of gray GM (1,1) model withexponential smoothing combination and proposed new pavement performanceprediction model. And established a set of pavement skid resistance index (SRI), cracksrate index (CRI), rut depth index (RDI), road quality index (RQI) consisting ofpavement evaluation index (PQI) and pavement strength coefficient (SSI) as one of thepreventive maintenance of the highway evaluation system. Determine the weight ofeach individual index weighting coefficient by expert investigation and fitting analysis.Proposed highway asphalt pavement performance decay equation and verify theusefulness of the model.Third, according to the article of the proposed freeway Asphalt PavementPerformance decay equation and minimum acceptable level of each indicators, theconcept of the best periods of highway asphalt pavement preventive maintenance is proposed, and calculate the optimum curing time based on historical data in Chongqinghighway.Finally, the paper describes the principle of gray comprehensive evaluation methodbased on gray correlation method and steps. In order to select the optimal solution itbased on a comparison between the various options and the ideal scheme, thencomparing and sorting the evaluation object. In this paper, based on the measured datain Chongqing highway, gray comprehensive evaluation model is established, analyzeand solve models to verify the usefulness of the model.
