Research On Ice-snow Disaster Early Warning Management System In Chinese Airport

With social progress and development, the status of air transport in transportation industry increase everyday, and there are more and more people choose airplane as traffic tools. Civil aviation system mainly includes airways, civil aviation airport and air traffic control, airport belongs to the ground infrastructure, and it is the most important part of civil aviation system. In fact, it is the normal running of airport, which provides a ground guarantee for the whole civil aviation transportation system. There are a number of factors affect the normal operation of airport, and among which, meteorological causes is a very crucial factor. However, in numerous meteorological disasters, ice-snow disaster does not cause enough attention in airport disasters research as a seasonal and regional restrictive disaster, as a result of this ,there are many airport closed accidents caused by ice-snow disaster in recent years, which has already given us a wake-up call. For this reason, it has become a widely attention topic on how to prevent the ice-snow disaster in airport effectively, and how to reduce the influence of ice-snow disaster to the normal operation of airport by implementing a correct and prompt emergency countermeasures after the disaster.This article follows the principle of integrating theory and practice, and combining macro with micro. It establishes the ice-snow disaster early warning management system in airport by using technical methods like information theory, fuzzy mathematics, unascertained mathematics, decision theory and so on. In general, the article consists of three parts:First of all, paper summarized the present research situation of disaster management and disaster warning management in domestic and abroad;compared the domestic ice-snow disaster management situation to abroad;and did an in-depth analysis of the causes and hazard-formative factors of the ice-snow disaster in airport.Secondly,paper elaborated the theoretical foundation of the ice-snow disaster early warning management system in airport, including the principles, the function, the work contents and the operation of the system;established the ice-snow disaster early warning index system of airport in our country, and did a detailed explanation on the meaning of each index. In Model judging,this paper introduced an uncertainty measurement model to judge the early warning results ,which had a high accuracy and reliability.Finally, paper summarized and explored the ice-snow disaster response mechanism in airport, and had a discussion on the methods and contents of airport ice-snow removal plan.
