Research On Rural Settlement Spatial Layout Optimization In Rapid Urbanization Area

With the rapid development of the economy, our country as a whole is in a period of high speed development, and rapid urbanization is one of the fundamental realities of our country. Rapid urbanization area is a special transitional zone, locating between urban and rural area, which is of special strategic importance for urbanization and modernization. While the inefficient utilization and mess layout of construction land make the rapid urbanization area become a world administrative difficulty which seriously threaten to regional economy and urbanization speed. Therefore, optimizing the layout of rural settlements in rapid urbanization area could overcome imbalance between supply and demand of construction land and is an important way to speed up the economic development in rapid urbanization areas.The paper comprehensively consider factors from natural, economic, social and land resources, and select total12factors of mean surface elevation, gross population, numbers of schools, numbers of medical institutions, agricultural population proportion, fiscal revenue, road density, rural per capita net income, rural construction land proportion, enterprises above designated size, per capita area of cultivated farmland and per capita of rural residential area to build comprehensive development index system to assess villages and towns in Yubei District, Finally Classify all the villages and towns in Yubei District to be A, B and C grade according to the result, and combination of landscape ecology and GIS to analyze the current layout of rural settlements in Yubei District. Then, Look for rural settlements layout problems in Yubei District and select representative villages in different grades and propose layout optimization specifically, finally put forward policies recommendations for Yubei District. The research results list as follow:(1)According to the comprehensive assessment and landscape current situation, the assessment value of15villages and towns mainly locate between0.40and0.60, and mean value is0.60; the highest value is0.85, locating at Shuangfengqiao city communities; the lowest value is0.36, locating at Cizhu town. Therefore, comprehensive development of rural settlements still has space for improvement. By analysis of Spatial layout of rural settlements, general characters are as follow:each rural residential area is at uniform size and at irregular shape; there are large quantity of rural resettlements in Yubei District with low patch density; because lacking of proper planning leading to scattered and random distribution. The current rural settlements cannot adapt to the rapid development of Yubei District, and need be further optimizations.(2) According to the study of the current layout of rural settlements in Yubei District, the paper selects Zhengjia Village, Xinchun Village and Cizhu Village repetitive for A, B and C grades, and adopts different models to layout optimization to guide for the same grade. At the same time, the paper puts forward strengthening rural settlements land planning, speeding up rural economic development, strengthening publicity, strict law enforcement, with a view to establish a long-term mechanism to enhance the rural residents of Yubei District space layouts and to provide reference for other rapid urbanization area.
