In this paper, it has been analyzed the common problems and course of these problems in the substation reconstruction project process management on the basis of the investigation for the substation reconstruction, and it has been proposed that it should establish guidance book of process management to standardize substation project process control. It has prepared guidance book that guide substation automotive transformation process management bases on the theory and method of project process management which combines with the characteristics of the management. It has given the building principles, ideas and desired effect of the design in the guidance book. In the detailed design, it has introduced the detail work decomposition, sorting activities, the progress development plan, and the theory and principles of progress control and optimization according to the reality of substation transformation and project process control theory.
