Region refers to the following city-level park, street or a film zone. Energy system is the lifeline of a regional development, the basic guarantee of regional functional operation. To achieve the rational allocation and integration of large-scale applications the region's energy resources, and ensure that the regional energy system supply and demand balance, the regional building energy planning is needed at the regional planning stage.The significance of the building there to serve people. In this paper the meaning of the construction services were described, namely, providing a safe, healthy, comfortable, efficient built environment for people through a variety of terminal equipment and building space management system, including the construction of various activities within the transport and energy supply to provide information facilities. Then the level of construction services and usage allocation were defined by the "quality" and "quantity" standards, and then the measurement indexes of service levels and usage allocation are determined according to the serve purpose of various services.Regional building energy system is a complex system, which is impacted by building service level, usage allocation, technical level, climate, and many other factors. In this paper the demand for regional building energy systems is divided into HVAC, lighting and sockets, indoor transportation, water supply and drainage, hot water and gas subsystems. The factors affecting each subsystem energy demand are made the qualitative analysis and classification to extract factors associated with service level, usage allocation. And then the Relevance of regional building energy demand and factors. On this basis, taking office building for example, the relationship of related factors of building service level and usage allocation and building energy consumption are analyses, from which to extract the key factors affecting energy consumption as a quantitative parameter. Then, the constraint factor of building service level and usage allocation are considered from the regional level, and quantitative methods are proposed for various key factors. Finally, the use of scenario analysis to develop the regional building service level and usage allocation scene setting step and the scenario models are established.In this paper, in the context of regional energy planning,the inherent relationship and structure is established by the analysis of relevant factors of building service level and usage allocation affecting building energy demand, a scenarios model of regional building service level and usage allocation are established. It reasonably optimizes the scene settings which provides feasibility basis for the forecast analysis of regional building energy demand.
