Currently China is experiencing a rapid development in urbanization. The urbanization rate of China is expected to reach more than 70%. However, with population explosion and cities expansion, there is an enormous pollution and damage to the environment. If China keeps the extensive city expansion strategy as it used to be, then she will face the danger of the situation that environment resources get worse and social contradictions increase, which will affect sustainable development eventually. Therefore, cities in China are in an urge to transfer into ecological cities. Ecological Performance is about city performance under ecological, it is beneficial in providing objective evaluation for cities development and ecological situation, by scientific solutions. Ecological performance can be utilized to provide as a reference for city sustainable development in China.By academic researches in ecological performance, and considering the situation that cities in China are experiencing the ecological development and ecological changes, the article points out the importance of ecological performance to development of ecological cities. Compared to the experience of foreign research, and based upon urban compound ecosystem, the urban ecological performance should combine society, economy and environment and also concentrate on the negative effect from urban development on ecological environment. This article utilizes data envelopment analysis as main evaluation method, and also makes clear the structure and technical line of research. The article focuses on main issues in basic elements of evaluation system and undesirable outputs. The result was spit out by Super-efficiency SBM Model with undesirable outputs. By analyzing urban compound ecosystem of Harbin(a city in northeast China), the basis, structure and method of the ecological performance evaluation index system are finalized. Based on analysis on target elements, final indexes alternative library are built up while using Delphi and variation coefficient method. Decision making units are determined according to the target city evaluation, according to Data Envelopment Analysis and principal component analysis, we pretreat the indexes and finalize the index which can be quantitate to build the Harbin urban ecological performance model. Date from 1986 to 2013 in Harbin are collected and analyzed including the trends and nodes. This article try to find the inside relationship between urban ecological performance and city development including urban size, technological and management level. Also, solutions are provided in the article regarding the issues that Harbin has in urban ecological development in order to provide theoretical basis in urban ecological environment protection not only for Harbin but also for other cities which might experiencing the same environmental issues.
