Under information-based conditions, the pontoon forces carry out operational engineering support tasks show some new features, such as the outburst, mobility and quickness of the tasks will be increased; the continuity of operation will be enhanced; the consumption of equipments will be much more huge; the logistics, equipment and technical support tasks will be heavier, etc., which cause the uncertainty restricted commanding-decision significantly increased. Therefore, deepen the research on commanding-decision-risk in operational engineering support, use forces and tactics reasonably and correctly, take appropriate measures for effective risk control is an important way to improve command-decision efficiency, reduce the loss of personnel and equipments.This thesis focuses on the purpose of commanding-decision-risk control, uses systematic thinking, draws into risk management theory and methods, establishes a process model of commanding-decision-risk in operational engineering support of pontoon forces, and then uses this model to solve the practical problems of risk control. Firstly, this paper makes structural composition of commanding-decision work in operational engineering support of pontoon forces, identifies the risk factors in each stage of commanding-decision one by one, uses layered structure thought to organized and structured the risk-source-based commanding-decision set, and then construct a risk identified index system of commanding-decision in operational engineering support of pontoon forces for commanding-decision makers fully understanding the risks and guiding the risk management process. Secondly, this paper uses science analysis thought, selects the fuzzy analytic hierarchy process (FAHP) method for qualitative and quantitative analysis, and ranks the importance of risk factors. Finally, through an example of a particular pontoon regiment carries out river-crossing engineering support, this paper conducts a risk analysis, puts forward the risk control measures, shows the value and significance.
