Since the reform and opening up,construction industry has been playing an increasingly important role in our national economy.Along with the overall prosperity of the construction industry,all kinds of resources have been invested in the construction industry.Due to regional differences,uneven management level,different economic development,demographic factors and other reasons,there are differences in the market,so the efficiency of the construction industry in each region is also different.Shandong Province is a big construction province.In recent years,the construction industry has continued to expand.The output value and investment of the construction industry have also increased rapidly for many years.The construction industry has always been an important pillar of economic growth in Shandong Province.At present,under the guidance of the new concept of green and sustainable development,China's economy also puts forward higher requirements for reducing waste of resources and energy conservation and emission reduction in various industries.As a resource intensive industry,the traditional rough development mode will also be faced with reform and upgrading.Therefore,it is very necessary to do static and dynamic research on the efficiency of the construction industry resources in Shandong Province,find out the shortcomings of the development of the construction industry in Shandong Province,and put forward corresponding solutions.By summarizing the research data at home and abroad,comparing the characteristics of different research methods,this paper decided to use DEA(Data Envelopment Analysis)as the research method of this paper.The efficiency studied in this paper mainly includes technical efficiency,pure technical efficiency,scale efficiency and total factor productivity.In the selection of indicators,the data of Shandong construction industry on "per capita level" is selected as input and output indicators of DEA model,which eliminates the limitations of the method in analyzing objects of different sizes.Considering the authenticity,availability,continuity and completeness of the data,this paper selects 14 provinces and cities' construction industry data from 2005 to 2016 as the original data.On the basis of the original data,the input and output index values of DEA model at the per capita level are obtained,and the data are processed by Deap2.1 as the research mountain.Based on the analysis of the efficiency of the construction industry at the per capita level.First,we study the static efficiency of Shandong's construction industry on per capita level through the DEA-BCC model.It is found that the construction efficiency of Shandong Province at the per capita level fluctuates greatly before 2010 and drops to the lowest level in 2009.It has gradually increased since 2010.From 2014 to 2015,the construction efficiency of Shandong Province is in the forefront,and in 2016,it is in the forefront of provinces and cities.At the per capita level,the efficiency of the construction industry in the eastern part of China is divided by 2008.After 2008,the efficiency in the eastern part of China is generally higher than that in the central part.Secondly,through the Malmquist index of Shandong Province in the per capita level of the dynamic changes in the efficiency of the construction industry were studied.It is found that the fluctuation of total factor productivity of construction industry in Shandong Province increased during the observation period,and the improvement of total factor productivity of construction industry in Shandong Province was mainly caused by the improvement of technical efficiency.Finally,according to the calculation data and analysis results,the paper puts forward some suggestions to promote the technological and management level,adjust the industrial structure,optimize the allocation of resources and strengthen the government's macro-control.
