As fundamental natural resources and strategic economic resources, water is necessary and irreplaceable for human's survival and social development. Allocating water resources reasonablely to make the limited water resources to maximize benefits and to maintain the sustainable development of social and economic has become an important content of the research of sustainable development theory. Jining city is in the southwest of Shandong province, in recent years with the development of economy and growth of population, excessive exploitation and inadequate protection and management has lead to the shortage of water resources and the deterioration of water environment, and this has become the restricting factors of continues development to Jining city. Thus the research to optimize the allocation of water resources in jining city to make the balance between water supply and demand, to ease the situation of restrict of water resources to the development of social and economy in Jining city has the vital significance.This paper firstly survey and evaluate the quantity and the utilization and investigation status of water in Jining city, and concluded that the total water resources available and current existing problems in Jining city in the exploitation and utilization of water resouces; We set 2009 is the year of present situation and 2020 is the year of planning level in the research, forecast the population and social economic development condition of the planning year according to the present situation of population and social economic development in Jining city, and use this as the reference to predicte the use of water in all segments of society; Considering the factors of affection to water quantity, predicte demand-decided in the year of planning; According to characteristics of the present situation of water resources in Jining city and think about the factors of maintain of the sustainable of social and economic development, establish the water resources optimization allocation model based on the balance of dynamic of supply and demand that applies to Jining city, with the optimal of social benefits and economic benefits and environmental benefits for target function,with water balance equation, water supply and demand balance equation and boundary condition equations as constraint conditions,and set up corresponding model parameters, according to Excel and Matlab, make the Excel as the data input to solve the model with the linprog tools function in Matlab, and then optimizate those 6 water allocation schemes for setting allocation of water resource respectively, comparing configuration s and get the optimal scheme as the optimization allocation scheme of water resources for Jining city in the planning level year. From the configuration results, the optimization scheme can ensure the basic balance of water supply and demand in Jining city,can ease the condition of restriction of water to social economic development,can make water resources to maximize efficiency and so can think that is a reasonable configuration result. And finally puts some engineering measures and non-engineering measures forward to ensure the smooth implementation of the optimal allocation of water resources.
