As an important national transportation, the civil aviation industry grows and the quantity of aircrafts increases rapidly under the support from the country since the foundation of China. The serious blocks happen when aircrafts taking off and landing influence the order of flight and flight safety passenger time and the benefit of airliners. The current main task for air traffic is to manage the conflict between air traffic service and the increasing flights.In pace with the fast development of national economy, the continuous increasing of general turnover leads the backward of airports with hard facilities and air traffic service. Meanwhile, the limited space makes the terminal ATC work passively which brings unnecessary burdens. One of the reasons for delay of flight is the old ATC system. However, compared with ATC system and airport facilities in advanced countries, China's hard and soft conditions place in a far behind position, to promote the service merely by using advanced equipment does not benefit.
