Because of the late of perform project management in construction of water conservancy and hydropower engineering, the lack of knowledge adout projects characteristics of process and unique one, undeep study on the engineering quality characteristics, the problems are insisted in the effectiveness of quality management of project of water conservancy and hydropower engineering and produced accidents of quality, safe, duration lag, cost overspend, break the environmental laws, ect. These problems produce timely and are harmful to our country and people, make bad secity impact. The important of engineering quality requires to improve the level of project management.Quality is the key intrinsic characteristics of engineering project. Quality, safe and envirement can't be devided each other, and they all are affected by progress and cost. Quality management is restrained by law, and the restrains are about of country, public, people's life, property, health, safety and protecting environment. So the research of quality integrated management with quality in core and contanting progress progress, cost, safe, envirement is advantageous to improving project management, to increasing interested party's consciousness of observing laws, to strengthly project management theory integrating with our country's laws.Based on the above knowledge, the researches been made in this paper are:a) the problems existing in the project management and the main aspects affecting on quality management effectiveness been deeply analysesed. b) project characteristics of process and unique one been deeply analysesed and studied.c) with considering the progressive process of project founction, engineering quality and job quality, the relation between quality aspects and progress, cost, safe, envirement been studied from all directions, all processes and all aspects, intension of broad sense quality and model of integrated management been put forward.d) quality integrated management fame been found and integrated management system been studied by principles and methodes of PDCA cycle, system engineering ect.
