Baotou City Road Maintenance Mechanism Reform

In recent years, with the reform and opening up and the rapid economic development in China, road industry has made considerable progress. It plays a more and more important role in national economy, which provides public services for the whole society. Since 1995, our country has started market-oriented reforms of road maintenance project, which has received positive response from various provinces and cities. However, the reform still faces some barriers now. The reform should not only be in line with the economic development of the market, but also meet the actual stage of China. Therefore, it's still an important issue for the whole road industry all over the country to build an active and steady new mechanism for road maintenance.In view of the above problems, this paper firstly studied the advanced mechanism for the road maintenance in foreign countries, and reviewed China's development process of the mechanism for road maintenance. Afterwards, it analyzed the existing problems, and proposed further reform opportunities and challenges it may face. Secondly, the paper did the empirical analysis according to the road maintenance mechanism in the city of Baotou, reviewing the history of the mechanisms for road maintenance in Baotou City, analyzing of the current mechanism of road maintenance deeply, pointing out its success and drawbacks at the same time. Based on the above analysis, the paper set the general idea, targets and principles for the reform of the mechanism for road maintenance, and prescribed the standards, key issues and requirements to be met. Finally, learning from the typical and successful models at home and abroad, the paper proposed road maintenance policy proposals for institutional reform as well as the specific measures, in order to promote the economic and transport development.
