Traffic network flow is impacted by traffic management and land use,at the sametime traffic management and land use are constrained by traffic network flow. Therelationship between traffic management and land use is interdependent andcircle-feedback. Therefore, traffic management, land use and traffic network flowform a Interactive unity and achieve dynamic equilibrium. On the basis ofthree-interacting relationship, this thesis brings the traffic management and land useinto an integrated framework, and find a optimized planning scheme according to theoperating principle of traffic network flow.Firstly, the interaction mechanism of land use and traffic management isanalyzed, how land use and traffic management are interacted with each though trafficnetwork flow is revealed. Then, the process of integration planning is proposed.Integrated Planning demands that land use and traffic management must beconstrained by traffic network flow. So, the thesis analyzes the problem of trafficnetwork flow under land use and traffic management. Multi-mode delay intersectionand stochastic traffic flow assignment model is constructed to reflect the impact ofland use and traffic management. In addition, a two-stage diagonalization algorithm isdesigned. Secondly, bi-level programming model is used to describe trafficmanagement and land use which are under the constrain of multi-model balancetraffic network. The traffic management and land use planning is determined variable,the upper function basis on the objection of finding the maximum society income, thedown function is the traffic flow assignment model which impacted by trafficmanagement and land use. Sensibility analysis is used to solve the bi-levelprogramming problem. Finally, an example is designed to explain how to use theintegrated model.Integrated planning of traffic management and land use are established bybi-level programming model, the theory can be used to solve the city traffic problemon the view of traffic system, which can use by planning management agencies.
