As we all know, the most important product that civil aviation transport companies provide is safe flight, and then aviation safety is the lifeline for those companies. Therefore, safety management research has been an important topic of civil aviation business management. Up to now relative research around Civil Aviation Safety Management has gone through three phases:mechanical research phase, human factors research phase and security systems research phase. In the mechanical research phase, researchers have committed to the quality and reliability improvements related to the aircraft itself. Mechanical reliability has reached a relatively high level in human factors research phase, and researchers started to pay attention to various problems in the use of aircraft caused by human and make improvements. effectively reduced. Probability of flight accident has decreased sharply during these two phasesBut so far, the human factors research has reached a relatively high level, which pushes security management for airlines into a plateau and the accident rate is difficult to continue to decline. Combining the increasing number of aircraft of civil aviation with the stable accident rate, the absolute number of accidents will increase in this case. So based on the first two stages of security management, how to set up a new safety management system for civil aviation to reduce aircraft accident rates becomes top priority.As a organic unit, system is combined several components with specific functions through the interaction between them. The purpose of this thesis is to explore the method used by airlines to build safety management system, with the use of advanced management scientific tools and the implementation of the refinement of the process safety management.This thesis has used fuzzy evaluation system and risk management methods to evaluate system risk and evaluate safety level for airline management system. Through the establishment of fuzzy evaluation system, airlines are able to evaluate security status of the management process, determine the safety trends, and then take the appropriate measures. Also through risk management, airlines can pre-identify unsafe factors which may lead to a potential risk of unsafe incidents, and take effective measures to avoid the risk.
