With the development of digital and information technology, the informationization degree in the Yellow River Management is required to be gradually improved, and the application of information technology in the Yellow River managing area is more and more extensive. In twenty-first Century, Yellow River Conservancy Commission put forward the concept of "Digital Yellow River". At present, the initial engineering programme of "Digital Yellow River" has been completed through10-years construction. However, the existing application system, application service platform, infrastructure, decision support, etc are not fully formed to support the work of the Yellow River managing effectively. In water resources management area, though the Yellow River Water Dispatching Management System, Sluice Remote Monitoring System, Water-saving of the Yellow River Consultation System, Laboratory Information Management System, and the Yellow River Water Environment Information Management System have been completed, these systems are not perfect, and have great limitations, such as a narrow range of application. In addition, the technical means and the computational method are backward so that most of the important work still needs to be done by hand, which may result in poor accuracy and timeliness of information. Moreover, the maintainability, compatibility and expansibility of the systems still need to be improved. More to the point, the construction of system is short of the overall consideration, and the individual systems are not compatible due to low standardization, these conditions make it difficult in the information and data sharing.For above-mentioned, this paper makes an attempt to design the Water Resources Management Information System of the Yellow River, integrate the old systems, achieve the sharing of resources and information. In order to meet the needs of specific business in water resources management area, this design will further expand and improve the function of the system.First, the history, present situation and the problems of water resources management of the Yellow River were analyzed, the situation of the Water Resources Management Information System at home and abroad were discussed; business needs and feasibility of the system were also put forward in this paper. Second, this paper have analyzed and discussed that how to realize specific business in water resources management area by such advanced technology ("Digital Yellow River",3S, middleware, multimedia, etc), and the construction objective, design principle, idea of development, technical route were provided. Third, the general system design was carried out, including framework, the database design, element library design and the functions of system etc. At last, Water Resources Management Information System of the Yellow River was divided into three subsystems, including Geographical Information Subsystem, Water Regulation Management Subsystem and Water Environmental Protection Management Subsystem. Water Regulation Management Subsystem and Water Environmental Protection Management subsystem were further researched and designed in detail.The timeliness and accuracy of information collection, information processing and information transmission will be improved by constructing Water Resources Management Information System of the Yellow River.The decision making of water resources management of the Yellow River will be more scientific. The specific business in water resources management area of the Yellow River will achieve informatization, digitization and modernization. The water resources management of the Yellow River will get best benefit.
